Simone Calenda, Minister of Finance:

"Mr Speaker,
MPs, the Government hereby present this financial law, a reform of the budgetary law which has no precedent for almost a century. With this proposal the Government will increase the national budget of 10.500.000.000 LIS. With this program will be definitively covered the numberous welfare reforms which were introduced by this Government (and also previously under the previous governments).

This is a general overview of the reforms introduced and to be introduced:

Fiscal reforms:
income tax increase: 6.476.052.797
luxury tax increase: 4.233.528.417
corporation tax increase: 578.028.515

Total fiscal income increase: 11.287.609.729

Budgetary increases:
Foreign: 500.000.000
Military: 1.000.000.000
Infrastructure: 2.000.000.000
Health: 4.000.000.000
Education: 1.500.000.000
Food: 1.500.000.000

Total budgetary increase: 11.287.609.729


Now, to explain this important budgetary reform:

The infrastructure provisions will graant a recapitalization for the SNFS so to allow the State TOC to rent the rail networks from the private TOCs (current owner of 91% of the rail natworks) and to start the construction of its own networks.
Obviously, it was provided also important funds for the reconstruction of Angona and all the infrastructures destroyed in the area.

The Health and Social provisions, as mentioned, will cover the important reforms in the welfare and will increase the quality of the national services for our citizens.

The Education provisions, like the previous, will cover the new needs of the public education.

The Foreign Affairs provisions will adeguate the budgetary efforts to the committment of Istalia internationally and especially into the Majatran Alliance.

The funds graant to the Food and Agriculture will graant important subsides for the agricultural Sector, a measure to defend the istalian productions from the foreign ones, a measures which goes toward the farmers and those who defend their positions.

Finally, the provisions for the Military, will allow the beginning of a rennovation program which will interest mainly the Navy: due to the current situation, the Navy will see the reduction of the current fregates which will be replaced by more modern vessels but in lesser number while will be expanded the submarine fleet.
The Strategic submarines will be rennowed, also with a new type of ballistic missile, while the a new class of attack submarine will be introduced and which will replace also the oldest units. Alongside a new main attack submarine will be introduced electric multipurpose units.

Finally, the budgetary surpluss will be used for the Investments of the Istalian Sovereign Fund and for the Deposits and Consignments Fund (DCF). Important ammounts from the revenues of the Sovereign Fund will be redirect to the DCF so to increase the domestic Investments. The ANVEAC, newly introduced, will start a national consultations round open to all the largest companies to identify strategic and benefical investment in national companies so to help the strategic decisions of DCF to reach the best outcomes for the domestic economy.

Confident in the fiscal multiplier effect of this important reforms which initial incremental amount of spending can lead to increased income and hence increased consumption spending, increasing income further and hence further increasing consumption, etc., resulting in an overall increase in national income greater than the initial incremental amount of spending, I hereby present this reform. The increase in the taxation, of course, will decrease the effect of the multiplier, but the major outcome of the Investments, which are equal to the tax increase, will remain positive with benefical effect for all the country.

We are happy to see the subsidies going up for F&A. Yet we think the raise in all kind of taxes -corperate, luxury and personall- will nullify or even not break even with the 1.5bn increase.

Mr Speaker,

The minister argues that MA funds are not a waste and asks the MA for assistance in disaster relief, while also confirming the Istalian Republic is its biggest payer. Then WHY does he want more Istalian taxpayer money for the same organisation?! Don't they need to aid Istalia first? Dont we already pay enough?
