September 4382 Presidente de la República Françisquita de Santa Cruz rises to address the Congress. "We thank the Social Democrats for their attempts to negotiate a ceasefire (see here http://classic.particracy.net/viewbill.php?billid=565719 ) between all parties in Egelion. The government, following the last election, has decided to put forward the following offer to end the conflict. The terms that the government proposes are as follows • There is to be an immediate general ceasefire across the entire country. • Communist militias will withdraw from all urban areas. • A multiparty government will be formed, with all parties involved, excluding the Communists (as an armed anti-government group). • Early elections to be called immediately upon passage of this proposal • The government will disband the paramilitary Civil Guard. In return the Communists and their associated militias must completely disarm. • The Police will be reformed and recent militarisation (conducted in response to Communist terrorism) will be ended and reversed. The Police will be civilianised once again, with only elite units retaining military weapons and certain interrogation techniques stopped. • Once the Communists have disarmed they will be invited to join the government. • The Communist Party will desist from threatening violence any time a Bill is passed that they dislike. • The number of Congressmen will be raised from 121 (inc. one speaker) to 123 (inc. 2 deputy speakers)." In order for this to pass, all parties within Congress must accept (if either the Liga (ie the government) or the Communists (ie the second faction in the civil war) reject the proposal then the war continues).
