CONSTITUTION OF THE ALLIANCE OF COBURAN SOCIALIST GOVERNORATES

Article I: Nature of the State
1. Cobura is a socialist state whose government shall be led by the working classes and have as its long term goal the establishment of a stateless communist society.
2. Cobura is governed by the Coburan Revolutionary Front, a coalition of communist political parties led by Alianco, the vanguard of the working people. The CRF is the sole legitimate government of Cobura, and all political parties that are not a part of the CRF are banned and shall be broken up. Only parties affiliated with the CRF may run candidates for political office.
3. All forms of capitalism, monarchism, fascism, and theocracy are banned.
4. All forms of private property shall be abolished and ownership transferred to the workers. The worker's councils shall oversee and administer the means of production on behalf of all workers.
5. Cobura is a secular state.

Article II: Rights of the People
1. The right to be free from all forms of involuntary servitude, including wage slavery.
2. The right to be free from all forms of cruel and unusual punishment.
3. The right to a reasonable standard of living, including food, water, clothing, shelter, healthcare.
4. The right to be fairly compensated for their labour.
5. The right to personal property.
6. The right to freedom of speech, thought, religion, peaceful assembly, petition, press, and movement.
7. The right to equality and freedom from any kind of discrimination.
8. The right to organize labour unions and vote for candidates to their Democratic Worker's Councils.

Article III: The Democratic Worker’s Councils
1. The municipalities of Cobura shall be represented by Democratic Worker’s Councils, which shall each oversee the economic and political administration of their municipality.
2. They shall be comprised of instantly-revocable delegates elected by the workers in their municipality.
3. All decisions of the Democratic Worker’s Councils shall be made by a majority vote of all delegates.
4. The Democratic Worker’s Councils may not be disbanded under any circumstances.

Article IV: The Regional Worker’s Councils
1. The workers of each of Cobura’s five governorates shall be represented by a Regional Worker’s Council, which shall oversee the economic and political administration of their governorate.
2. They shall be comprised of instantly-revocable delegates elected by the Democratic Worker’s Councils.
3. All decisions of the Regional Worker’s Councils shall be made by a majority vote of all delegates.
4. The Regional Worker’s Councils may not be disbanded under any circumstances.

Article V: The Supreme Worker’s Council
1. The Supreme Worker’s Council shall represent the working classes of the entirety of Cobura.
2. The Supreme Worker’s Council shall be comprised of 750 instantly-revocable delegates elected by the Regional Worker’s Councils.
3. The Supreme Worker’s Council shall oversee the building of socialism in Cobura and the eventual transition into a communist society, and shall have absolute authority to pass any law necessary and proper in pursuit of these goals, except to the extent that it conflicts with this constitution.
4. The Supreme Worker’s Council shall elect the Council of Ministers, which shall serve as the cabinet and be led by the First Delegate, who shall serve as head of government of Cobura. The First Delegate and Council of Ministers shall be responsible to the Supreme Worker’s Council and must be delegates of the same.
5. The Supreme Worker’s Council may not be disbanded under any circumstances.

Article VI: The Governor-General
1. The Governor-General shall serve as the head of state of Cobura and shall oversee the building of socialism and the eventual transition into a communist society.
2. He or she shall be elected by a majority vote of all Coburans.
3. The Governor-General shall be the guarantor of the revolution and this constitution, and shall be empowered to suppress any counter-revolutionary activity that threatens the goal of achieving a communist society.
4. The Governor-General shall see to the enforcement of laws passed by the Supreme Worker’s Council.
5. The Governor-General shall serve as Commander-in-Chief of the Revolutionary Coburan Armed Forces and shall oversee foreign policy in consultation with the Supreme Worker’s Council.
6. The Governor-General shall appoint all senior civil servants, ambassadors, judges, and military commanders, although these may be removed from office by a majority vote of the Supreme Worker’s Council.

Article VII: Amendments
1. This constitution may be amended by a 2/3 vote of the Supreme Worker’s Council.
