Under this Act, each province will be required to set up its own free public education system, including pre-school and daycare for young children. Provinces will be required to set regulations on private schools. Each province will set its own curriculum. The federal government will fund 7.5 billion Lira to each province to go along with provincial funding for their public education systems. Provinces are not allowed to abolish public education under this Act. |

Message | Mr Speaker, This Act is directly in response to the Auditor General's report. By allowing the provincial governments to operate their own public education systems, the federal government saves money, which we can then put into other agencies, many of whichbare severely underfunded, within the Education and Culture department. What I cannot stress enough is that this bill will not end free public education or pre-school. Message | Mr Speaker, Education is of great interest to the New Liberal Party. We applaud the Conservative Party for starting the conversation on education reform in such a manner that both focuses on student development while also attempting to balance the national budget. Furthermore, the New Liberals will almost always support local control of government services. However, we are not sure that the legislative language as written would require local governments to provide free, public education at the pre-school through secondary school levels. If local governments can set policy with no national government influence on curriculum, what is to guarantee that local governments don't simply turn to private provision of education exclusively? Would the right-honourable gentleman consider changing Article 2 to read,"There is a free public education system alongside private schools?" Doing so should mandate local control over a guaranteed system of public education, as localities would control the curriculum under Article 3 of this bill. In addition, deregulating private schools could allow for innovation and competition in a manner that could make all schools - public and private - better. Might I suggest to my venerable colleague in the Conservative party that he also take a look at Higher education? The New Liberals would vigorously support the addition of a 4th Article on this bill concerning Higher Education Policy. That article would either mean: A) The government subsidizes tuition only for students from families classified as low-income or poor. Or B) The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount. Both choices would reduce the cost burden on the national budget, while also not dramatically change educational access to our poorest of students. Furthermore, we would ALSO support a system of higher education whereby: C) The government leaves the development and funding of vocational schools and colleges up to local governments. Doing so would allow localities to develop technical and community colleges aligned with their local economies, and provide for a more efficient transition to the local labour market. We hope our dear friends in the Conservative Party will consider these suggestions. While we are concerned about a lack of guarantee for public education, we have found the Mr. Rousseau and the Conservative Parties to be great partners in policymaking, and would consider voting for this bill with a few changes. Message | Mr Speaker, I thank the honourable leader of the New Liberals for his suggestions. Within the bill description we have stated that provinces are legally required under this act to provide free public education as well as free pre-schooling. In the bill proposals, we have changed it to "Education is a matter of local governments" to reflect that the education systems will be provincially run.
