Millenia ago, the first Khan, Genzi "One Eye" warmed his people to stay away from the cities, deeming them to a pit of decadence and weakness. Now the JAP calls for a return to an agrarian socity, unpoisoned or diminished by filthy cities. As such the government directs the Great Jelbek Horde and the Mnistry of Internal Affairs to begin moving 250,000 citizens to the steppe each year until only 10% of all citizens are left in the cities. They will begin with the unemployed and such social parasites, followed by the least intelligent and then those who are low-skilled.

The Mnistries shall be tasked with building shelters and providing basic farming equipment for the relocated ones.
