THE PRESIDENT PRO TEMPORE (Mr. Sisulu of Saqqad)

Under the Constitution, Article Two Section 5-C, the Minister of Defence holds the responsibility and authority to bring to this Gathering declarations of war and authorizations of force and intervention. In the exercise of that authority, the Defence Minister is constitutionally required to consult with the President and Minister of Foreign Affairs.

The Minister has proposed this resolution for Authorization for Use of Force in Operation Kharabai of Saridan, a mission of the Imperial Armed Forces to support the liberation of enslaved families in Republic of Saridan. I now invite the Defence Minister to make known to this Gathering whether he has completed consultations with the President and the Minister of Foreign Affairs as required by the Constitution and to report to this Gathering the military plan of action.

Mr. President and Members of the Gathering,

I have completed my consultations with the President and the Minister of Foreign Affairs as required by the Constitution and I am now prepared to present the military plan of action.

The Saridan War is a battle between the righteous and blameless against the vile and godless. It arises out of designs by the Saridan regime to re-introduce slavery and the slave trade in that country. Saridan is a highly diverse country, with the Duntrekkers of Dundorfian extraction composing just over 2/3ds of the population. While the native Ikpi have fallen to just under 1 million citizens, the 20 million Ifgoerroons are an ethnically mixed population, part Ikpi, part Duntrekker. Over decades and centuries, the Ikpi and Ifgoerroon have been targeted, harassed, and mocked as scapegoats by Saridan's revolving cast of tinpot dictators, fascists, and war criminals. Nearly 300 years ago, in 4115, the World Congress Security Council in its inaugural session awarded Saridan the ignominious distinction of not only being the subject of the Security Council's first Resolution, but also the first nation to receive a formal condemnation by the international body. Saridan exports little; its economic and military capabilities are slight; and its foreign alliances are thin and brittle. But consistently Saridan's ruling regime has drawn the world's attention and placed the country at the center of global conflict after another. And nearly each time, the battles were waged precisely against the regime's crimes against the Ikpi and Ifgoerroon. Seventy-five times Saridan is mentioned in the archives of the World Congress Security Council, and thirty-seven times the mention comes alongside the term 'slavery;' twelve times alongside the term 'slave;' and more alongside terms like enslavement, enslave, criminal, and crimes against humanity. In the early 4100s the Security Council waged war amongst its own members to root out these evils and the criminals who commit them, and Saridan 'Paramount Leader' Geert Verdonk told the world Saridan had reformed; yet the battle raged on fifty years. And 150 years later the World Congress Security Council again rained down sanctions on yet another vile Saridan regime, and Saridan President Strydom, and Saridan President Hartzenburg, and Saridan Presidents Koch, and Randburg, and Boer assured the world, 'we have reformed; yet the battle raged on another 30 years. And now, 120 year later, here we stand. The war criminals have returned. Ikpi and Ifgerroon boys and girls are bound in chains, tortured and maimed and murdered. Diplomats treat over doctrines and principles and theory and sovereignty. The Free Kingdom, the divine body of the God, takes to action, our Imperial allies at our shoulders and reluctant tag-alongs like Istalia and Hulstria searching endlessly for compromise, for expedience. The cast of characters is all assembled again. As if by clockwork. Here we stand. Whole Ikpi boys and girls, and Ifgoerroon men and women, are tortured, and maimed, and murdered.

Today, Mr. President, we the righteous, the Esinsundu World, and the blameless Ikpi and Ifgoerroon, today we rise together with the comfort of Taphmēi in our hearts, and say No More! In this war against Saridan, the Plan of Action for Hawu forces and for our allies in the Empress's Majesty is to aid the Ikpi and Ifgoerroon men and women in their quest for righteous vengeance and justice. This will occur in seven concurrent phases.

In Phase 1, the Imperial Navy will disrupt and forbid the exchange of captives or monies between the Istalian and Saridan authorities in furtherance of the Massa Plan. This action will involve the immobilization and detaining of a training fleet of Istalian ships and aircraft in the Sea of Lost Souls. The President has directed the Ministry of Defence to deploy two Expeditionary Strike Groups for the mission, and these ESG naval contingents are fit for purpose. Though we expect initial engagement to be fierce with damages suffered by both the Hawu and Istalian fleets, we anticipate that the Istalian admiralty will not sustain the fight for long, as our common enemy is the Spencer regime. We therefore expect that soon after fighting begins, Istalian theater commanders will seek authority from Romula to shift its mission to supporting the Imperial fleet to avoid loss of life and munitions.

In Phase 2, we expect the combined Imperial and Istalian fleets to begin confiscation or destruction of Saridan-flagged sea vessels whether for aggressive or commercial purposes. Given the relatively small volume of Saridan's overseas trade, the combined capacity of the Imperial and Istalian fleets is more than fit for purpose. After securing full control of Saridan's northwest coast and exclusive economic zone in the Aldegarian Gulf, the Imperial forces will begin basing out of naval installations in Sint Pietereiland island. From there, detachments of the Hawu Mumenhes Air Force will begin a bombing campaign of strategic sites throughout the island with a mission of taking and holding the province in toto. Imperial Forces have orders to partner with Northern Council and Istalian reconnaissance units already in theater to ascertain the Sint Pietereiland security situation. Armed with our allies' intelligence, our objective at all times is avoid engagement with Ikpi, Ifgoerroon, and other captives while prominently arresting or neutralizing provincial authorities of the Spencer regime. To ensure maximal safety for the captives, Imperial Forces will prominently mark our arrival by provisioning caches of small arms self defense weaponry to locales throughout the island which can be visually confirmed from air to have large Ikpi, Ifgoerroon, and captive populations. Relatedly, all air and signals communications in the relevant locales will be conscripted to broadcast informational and instructional media to the affected regions. Spencer regime officials will be instructed to report to Talmorian Infantry-established checkpoint for arrest, while Ikpi, Ifgoerroon, and captive men over the age of 18 will be asked to establish local citizen patrols to aid the arrest of Spencer regime officials and the maintenance of domestic order.

In Phase 3, reinforcements of Medical Corp personnel will arrive in-theater and fan out across the island to provide health and rehabilitation services to the former captives, especially children, mothers, and elderly and disabled. Hawu Mumenhes food services contractors embedded with the force will also begin standing up agricultural and food processing centers and retail stations in major Sint Pietereiland locales. This is designed to provide the former captive families an outlet for self-sufficiency and gainful employment which will serve them well during the later transition to the democracy. Finally, Hawu Mumenhes pedagogy professionals embedded with the force will identify women in each major locale expressing interest in childhood education. With the support of the Corps of Engineers, the new teachers and Hawu pedagogy professionals will begin conscripting and constructing school houses for former captive children throughout the island.

In Phase 4, the Talmorian Infantry commanders will identify and appoint the most capable of the Ikpi, Ifgoerroon, and former captive men for field commissions. The new commanders, trained with support of Imperial Forces, will standup a Saridan Liberation Force to lead the pacification of inner Sint Pietereiland and the capture of strategic installations throughout the island for forward bases. Once taken and held, Sint Pietereiland island will not only serve as headquarters for theater command, but far more delicately and importantly, the it will be used as a staging and testing ground for emerging democratic power and government in the region.

On that firm basis, bombardment of the mainland will begin. In Phase 5, the Imperial Air Force, transported to the frontline by the recommissioned HMS sḤtm, will begin a bombing campaign with the aim of destroying the Spencer regime's military infrastructure and manpower. Of critical importance is the location and confiscation of the Saridan nuclear arsenal. This will be ascertained and achieved through the collation of air, ground, and satellite intelligence, as well as intelligence sharing with our allies in Istalia and the Northern Council, who we expect to remain in theater during the conflict. Regarding on the ground intelligence, the arrest and interrogation of Spencer regime leadership in the Tasselstaat province along the northwest coast will be key to the successful completion of this portion of the mission. In order to weaken their retaliatory capabilities, Naval and Air Force attachments will work to draw the fire of the largest portion of the Saridan military currently situated along the Saridan-Mordusian border to the southeast. If our detachments and any allied supporters can successfully hold the Saridan forces near the border, Spencer's favored tactic of overwhelming force and a single-front battle will be neutered and Special Forces Interrogators will have room to conduct their questioning of Spencer and his lieutenants unimpeded.

Once the nuclear arms are secured, Phase 6 will seek to force the Saridan contingent amassed in the east to down arms, using the hard line of the Mordusian border to compel compliance. Labor and concentration camps in the east will be commandeered for the detainment of any survivors from the Saridan military. With both the leadership and enlisted men pacified, court martials will begin for Saridan personnel below the general officer rank.

Finally, in Phase 7, the Saridan Liberation Force command be invited to join the mainland forces to begin the long process of reestablishing state services. Under command of the SLF leadership, constitution drafting and election preparations will begin, with Imperial Forces and our allies serving in a support role to help maintain public order ahead of the transfer of power. We hope to see the Spencer regime leadership tried in open court during the transition period, but that decision will ultimately rest with the newly-elected leadership according to the terms of the democratic constitution.

Mr. President, we intend to emerge from this conflict chastened by the difficulty and acute dangers of the mission. But if we abide by the good sayings and place our hearts in the god and our minds in Taphmēi, we will have gained a trusty and permanent ally in the southeast and a victory for the war-wearied righteous of man.

Mr. President, my Ministry, in cooperation our partners in the Empress's Majesty, is fully resourced, and equipped, and prepared to victoriously complete this mission. I formally put it to you and Members of the Gathering now, and to the Governor's Splender, to please approve this mission for the liberty of our Ikpi and Ifgoerroon brothers, for the order of Terra and the universe, and for the pleasing of the Perfect God.

Mr President,

We, the Nationalist Party of the Free Kingdom commend the Minister of Defense for fulfilling his constitutional
duties and for bringing this well developed plan for action against the vile regime in Saridan before this Gathering.
We assure the Minister, this Gathering and the people of the Free Kingdom that we shall stand by this plan and
give our utmost support. However, before we can move forward we must caution the minister that certain articles
within his proposal are unacceptable to the Nationalist members of this Gathering. I cite specifically articles Four
and Six. Never is there a good time to reduce the resources; be they technology or manpower of our military forces.
This conflict into which we are about to wade in Saridan should make this point abundantly clear. The people of
The Free Kingdom must continue to do their part to ensure the continued safety, freedom and prosperity of our
Great Nation, as we must by any and all means. All true born sons and daughters of the Free Kingdom surely
can not object to serving themselves, their brothers and sisters through military service. Therefore, we true born
sons and daughters of the Free Kingdom find Article 4 to be offensive and invite the Minister to withdraw his proposed
alteration to the existing status.

With regard to Article 6, we Nationalist believe in preparedness. To that end, we can not support this article which would
leave the peace keeping forces of the Nation at a disadvantage should a serious situation arise in the future. We
seriously urge the Minister to withdraw this proposed alteration, in favor of the existing legal stance.

It is the deepest hope, and desire of my party and myself that this body endorse this plan of action, once
the appropriate and just amendments have been made. My Nationalist brethren and I stand with our
Ikpi and Ifgoerroon brothers and sisters and vow to wage holy war to rid them and the world of the
criminal and loathsome regime of Saridan which stands atop the heap of the suffering of our sisters
and brothers.

Mr. President,

We'd like to thank the Member from Saisyut Mr. Chandler the Nationalist leader for building a consensus on his side of the aisle in support of the Minister's plan of action. Obviously from our side of the aisle we welcome that support and the Resolution of course would not be able to go forward without support from our colleagues in the Nationalist Party.

Mr. President I've been in contact with the Minister's office and the Ministry's Chief of Staff and Legislative Affairs teams regarding Articles 4 and 6. What we know on the Federationist side is that the Nationalist Party and Federationists have always advocated different positions on these two policy questions in particular. So what the Defence Ministry officials have said to me is that the administration would like to set those two matters aside and take them out of the War Resolution and leave them for a separate time and a different debate. We hope that is something that is acceptable to our Nationalist colleagues and that it therefore would allow the Resolution to move forward with bipartisan support.

I remind Members that this amended Authorization of Force Resolution includes the removal of the conscientious objector and domestic deployment of armed forces provisions requested by the Nationalist Floor Leader (Mr. Chandler of Saisyut).

My Nationalist brethren and i welcome the wise decision of our Federationist colleagues to remove the contested articles from
this resolution. It is my belief, and the belief of the Nationalist Party that this resolution and it's aims are far too important to be
hindered by, as my Federationist colleague pointed out in his statement, two historically divisive points. The Nationalist Party
now proudly give our full support to this needed resolution. May Mumenhes grant us victory!
