This is about animal rights. While I recognise that this will create more administrative work, having animals roaming around without any registered owner has lead to disgusting and horrible violations to animals in the past with domestic pets being abused, underfed and sometimes even sexually abused by depraved individuals. This is to ensure that the right kind of people have pets and that in the event there is abuse to be found, these people can be brought to justice.

Unless the Reformer from Fairfield has waived a magic wand to eliminate the other provisions of the animal ownership code, bestiality is still illegal. Furthermore, while the New Liberals never want to see an animal abused, it is unclear to us as to how registering an animal with one's local government prevents animal abuse. Local governments are already deal with the responsibility to regulate higher education, sports clubs, fireworks, pornography, curfews, local police, libraries, regional highways, and nuclear power! At some point, the Federal government can't keep passing the buck to local governments! They're drowning in paperwork as it is!

I know, I was the youngest Lord Mayor of Sutton, and I can tell you that local governments have too much to do as it is. There is no need for this regulation. It is ineffective and burdensome. I hope our friends in both the government and the opposition oppose this bill.

The issue is that without being registered, we cannot find the individuals who abused these animals after they are found stranded. The MP for Sutton East I ask you this, maybe instead of complaining about being drowned in paperwork, you actually get on and do your job. The reality is that local governments do NOT have too much to do as it is. As a previous councillor in the local Fairfield Council I never found the work to be overwhelming, rather I felt local governments did not have the autonomy to address these issues.

I ask the Member for Sutton East to stop trying to cosy up to his former councillor friends and make their jobs easier than it already is and start taking his role as a federal politician seriously.

I ask the member for Fairfield why he thinks I don't take this job seriously - especially given our the New Liberals' incredible record of success. Since being elected 16 months ago, this government has delivered:

- Four Free Trade Agreements
- A Treaty of Friendship
- An embargo to stop the illegal slave trade
- Tax Reform
- Railroad deregulation
- Affirmative Action Reform
- Foreign Investment Deregulation
- A new law to regulate foreign missionaries
- and the RUFF Act, which eliminated pet registration in the first place!

Furthermore, we have many more bills on the way that our Whip assures me will pass! If I'm not taking this job seriously, I must be incredibly efficient!

All that the Reform Party has to show for their work in the same time period is a record of failed legislation and virulent racism.
I ask the Member for Fairfield if he thinks his party isn't taking their jobs seriously, or if he thinks they are simply the least effective opposition party in Hutorian history.

Without the support of the opposition on many of these bills, they would not have passed. You cannot claim the New Liberals were solely responsible for these "successes" when the majority of these bills were supported by all parties. Get your egotistical head of of the sand and wake up to reality. You are an inefficient MP who passes on tough issues to other MP's meanwhile claiming the easy work for yourself.

Had the member for Fairfield actually been listening to my previous comment he would have recognized that I noted the government, not the New Liberals or even myself, had achieved those successes. Furthermore, I would suggest that the member visit a doctor not only to clean out his ears so that he may listen better, but also so that he may get a check up for dementia as he is clearly losing his memory as on no occasion did ALL the parties vote with the government in that time period - at least one always abstained or voted against the government.

I do want to thank the member for Fairfield for his concern for the workload of the ministers of Defense, Foreign Affairs, Infrastructure and Transport, and Internal Affairs. They do work hard on behalf of the people of Hutori every day, but are happy to do so, as they care about making Hutori a better place for all its citizens - not just the Luthori ones.

It is clear that the member for Sutton East was implying it was because of the New Liberals, while yes he recognised the government, he primarily stated the "successes" of the New Liberals. I will not be arguing this matter further, other than commenting that the National Reform Party also strives to make Hutori a better place for all citizens. Mashacara have simply been incorrectly classified as citizens however we are working on resolving that issue, if only the member for Sutton East would actually address the Mashacara problem rather than hide away and throw money at them.
