Description[?]:

The Government of Hulstria and Mikuni hereby establishes the"Industrie- und Handelsbankgruppe" (Industrial and Commercial Banking Group), or IHBG.

Article I: The IHBG shall serve as an independently-run state-owned for-profit investment bank to aid in the formation of and advancement of the national economy and increase the wealth of Hulstria and Mikuni.

Article II: While the IHBG shall be and maintain its status as an independent state-owned bank holding company it will report to and is responsible directly to the Ministry of Finance. The management and board of the IHBG ultimately reports to the the Ministry of Finance, the Government, and the President. The composition of its Board of Directors shall be appointed by the Ministry of Finance and approved by the President.

Article III: The IHBG shall have the authority and responsibility therein to invest its defined sums, granted by the Government, to underwrite domestic banks and other investment banks to earn a profit and better Hulstria and Mikuni.

Article IV: Third second year, the IHBG shall be audited by the National Audit Office under the power of the Office of the President.
