The Primary and Secondary Education System of Hulstria and Mikuni shall hereby be run by private entities. The "Education Coalition of Hulstria and Mikuni" (Bildungskoalition von Hulsterreich und Mikuni) is responsible for coordinating non-profits regarding education.

Article I: Education in Hulstria and Mikuni shall be privatized as non-profit organizations.

Article II: All primary and secondary education institutions will be represented and coordinated by the "Education Coalition of Hulstria and Mikuni" (Bildungskoalition von Hulsterreich und Mikuni). The BilKo shall be an independent, non-profit organization chartered by the Government and the Ministry of Education that is dedicated coordinating and observing the education of all Hulstrian youth who attend their institutions. This charter can be revoked if the State deems the organization to be failing in their effort at education.

Article III: The Government supports the foundation financially through a series of payments that shall decline roughly 1/4 of the current amount every year for three years before which the BilKo shall be responsible for its own financial sustainability.

Article IV: The BilKo shall be and maintain its status as an independent non-profit entity it will report to and is responsible directly to the Ministry of Education.The composition of the BilKo shall hereby be made up of representatives of all the school districts and entities of Hulstria and Mikuni. Defining and regulating of all the school districts and entities shall fall under the jurisdiction and oversight of the BilKo.

Article V: The BilKo shall reserve the Chair as a position to be held by the President of the Federal Republic of Hulstria and Mikuni. The Chair position shall be honorary only.

Article VI: The BilKo shall reserve an acting position on its Board to be held by the Minister of Education. Similarly, a percentage of the Bilko's Board seats shall be held by representatives of parents, the several States, teachers unions, and the school districts or entities.

Article VII: Recognized teachers unions shall be members of the BilKo and provide active seats on the Board. Teachers unions will be chartered members approved by the Government, the Ministry of Education, and the President of the Federal Republic.

Article VIII: The initial subsidy for BilKo shall be HRC ₭8 billion for the first year, HRC ₭5 billion for the second, and HRC ₭2 billion per year thereafter.

Article IX: The Government shall provide subsidized tuition for each primary or secondary student. There are an estimated 15 million students. With an estimated tuition subsidy of HRC ₭2,500 per student, the Government shall provide a total of HRC ₭37.5 billion per year. These numbers may fluctuate with the change in student enrollments.
