An act to establish the position of Speaker of Parliament.

1. The position of speaker will be elected at the start of each parliamentry session
2. The Speaker will oversee debate and produce a strong and valuable debate in parliament, also keeping order.
3. The second largest party will be given the first shot at holding the speaker position, failing that the largest party will hold the position by default.

MessageI would possibly suggest selecting a minority party for the position of speaker, they are likely to be unbiased, as they are not in a position to dominate the chamber. I do not think that the largest party should be able to hold the position at all. The Speaker must be impartial to both major parties to ensure a balance of debate.
I would vote for it though, a speaker is an important part of the parliamentary process.
