Article 1)
I) Nuclear weapons may only be used on non-civilian targets, unless said target holds direct enemy military purpose.
i) It is the responsibility of the military to uphold this law.
a) Should a higher authority order a military personnel to launch a nuclear strike at a purely civilian target, it is the responsibility of said personnel to refuse that order.
ii) Military personnel found violating any portion of this law may be charged on the grounds of treason, sedition, or crimes against humanity.

Article 2)
I) The United Republic of Kalistan reserves the right to attain, maintain, prepare, and use nuclear weapons for military purposes.
