| Message | The objective of this legislation is more to encourage the use of public transportation, than it is to restrict the rights of individuals to own automobiles. Once industrialization and modernization is achieved, automobiles will become inefficent and public transportation becomes greater in its ability to transport individuals where they need to go. |
