Description[?]:

A constitutional amendment to define the powers of the Praetor. The following text will added to the constitution if 2/3 of Senators vote in favour:

"The Praetor, at his or her discretion, may, if the situation warrants it and the law allows it,
i. Declare a state of emergency, under which emergency powers would be vested in the office of Praetor.
ii. Use the nuclear arsenal against another an attacking state, if and only if, the state has first attacked Baltusia with nuclear weapons.
iii. Set the alert levels of the Baltusian Armed Forces, but may not declare war without the approval of the Senate.
iv. Veto an order of execution for a convicted person.
v. Appoint the Deputy Praetor, who will become acting Praetor if the current Praetor is outside of Baltusia's borders and/or otherwise unable to fulfil his or her duties.

These powers are not exclusively limited to the Praetor and may be also exercised by the Senate if a majority of present Senators votes in favour of such action. In the event of conflict, the orders of the Praetor will be given precedence."

MessageOOC: Ive been wondering for a little while what specific powers the Praetor should have.

As a republic, in the strict sense, Baltusia would probably, from an RP POV, vest significant powers in the Praetor. History indicates that a Praetor can declare a state of emergency (http://80.237.164.51/particracy/wiki/index.php/Violet_Reev ) and that the Nuclear Corps (http://80.237.164.51/particracy/wiki/index.php/Baltusian_Armed_Forces#Nuclear_Corps_Baltusia ) come under the direct command of the Praetor, although the actions that can be taken by the NCB are limited by law.

I was wondering if we could add any other powers, for RP's sake, to the list although I'm thinking cabinet proposals, declarations of war, etc, etc should be left to the legislature still.

Unfortunately, due to the nature of nuclear weapons, they are most effective when used immediately and it takes a lot less time to get the Praetor going and making decisions than it does the Senate, which takes eight months to make a decision - longer than we would have if we are the target of a nuclear attack.

I figure if the Praetor in question doesn't approve the execution, then there will be no execution. I've changed it so its somewhat clearer.

=P It was bound to happen eventually. I'm hoping she won't be too old by the time I can run for Praetor again though.
