The title Chancellor refers usually to positions lower than HoS. Thus we propose renaming the office of the HoS to better reflect its status and importance.

Even though we understand that real world has limited bearing on matters here, as we have adopted one of real world languages (namely english) to use here, and thus accepted the real world meaning given to english words (without agreeing on the concepts any meaningful communication would be impossible). The chancellor is simply not a word that refers to any head of state. And we must point out (regretfully going to real world, but as we are talking of language, we must) that the origin of the title chancellor is in the latin and refers to a secretary, which we see hardly appropriate for a HoS.

To compromise on our first proposition of renaming HoS president we propose Consul, which refers to a elected head of state and is not a common title here.
