Description[?]:

We have an absurdly strong military, and no use for it. The Combination proposes that we tone down the standing powers of our military, instead setting up a framework system whereby, if needed, we can quickly mobilise a large and effective force. In the meanwhile all those individuals caught up trying to stay busy in the dangerously bored forces can be released to more productive work, retaining only a hardcore of dedicated personnel to oversee the mobilisation, if it is needed.

MessageIf you look at the proposals you will see that they merely tone back the tone of our military from wolverine-like aggressiveness to guarded watchfulness.
