Clodian Law on Policing Senators, Traditional reactive policing, as currently practiced in Selucia, focused as it is on protecting law-abiding citizens from criminals, fails to reduce crime and, by apprehending criminals, offers only a temporary solution for a chronic problem. Given that the main goal of current policing practices is to respond to incidents, police officers do not have the time and resources to establish proper ties to the community to which they belong and which they are sworn to protect. Instead we propose to introduce community policing, by requiring that all police officers be permanent residents of the communities which they serve. In contrast with traditional policing, the main goal is not apprehending criminals. It is rather establishing trust between citizens and police forces, promoting an orderly and safe environment, and solving the issues the community is most concerned about. With the passing of this bill the government shall empower municipal governments to coordinate with local citizens, local businesses, and the provincial and central governments to establish police forces formed exclusively of members of the local communities. This will result in greater police accountability to the communities they are meant to serve, increased trust, more foot or cycle patrols, and a decentralization of police authority, granting more discretion to lower-ranking officers while increasing transparency. This will, in the long run, decrease crime as social trust between citizens increases and as the police becomes an integral part of the local communities rather than a faceless bureaucratic and occasionally brutal organization.
