The perpetrator of these attacks is no other than Emperor Itoh, the dictatorial leader of the nation of Bianjie. We thus convene the Defence and National Security Council to form an official government response to this attack. We wait upon the Prime Minister and the Minister of Internal Affairs (Domestic Affairs) to voice their proposed responses to the situation at hand. |

Directive 46 is the way to go. Emperor Itoh has made his intentions clear, and we must retaliate properly. He can try all he wants, but he will not break Kazulmark.
