| Mr Speaker, In light of our ongoing conversations regarding the Majatran Union, my office was contacted by the Deputy Secretary General of the Northern Council. As many of you know it led to talks between the Prefect and the Secretary General about the possibility of working more closely together to deal with global security issues: (http://forum.particracy.net/viewtopic.php?f=15&t=7459&p=134042&hilit=Eksandr#p134042) The Secretary General left the productive talks determined to draft a treaty of closer co-operation, which I present to you now: http://classic.particracy.net/viewtreaty.php?treatyid=4120 Unfortunately, this treaty has been moved to ratification by the Northern Council before we got sight of the draft or had the opportunity to make any comments or amendments. That said, I ask you look at the wording and to see if this is something we can work with before I even contemplate attempting to have it ratified. I ask Grand Council members to pay particular attention to the article regarding holding joint military exercises, sharing intelligence and making it easier to transfer equipment and technology. Given comments that have been made recently over sovereignty, self-determination and staying vigilant in regards to other powers, I wonder if this is a step too far for Vanuku? I open this up to debate after which I will take a vote to see whether we should ratify, return to the Northern Council with a new draft, simply say 'no' to the treaty or even put this on ice until we determine out position in regards to the Majatran Union.
