Message | having head of state separate from head of government is not separation of powers, actual separation of powers would mean the president apponts the whole cabinet except justice, but since there is no option of that... the three powers are the executive , means president and ministers, legislative, means congress, and judicial, means judges and magistrates, in Belucia we only got a phony executive and an all powerful legislative. |
