Bill: The Smokeless Generation Bill
Details
Submitted by[?]: Progressive Socialist Party
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: June 4400
Description[?]:
It has been well documented that smoking is harmful not only to the user, but also to the people around them. Avoiding smoking is now the burden of the non-smoker, instead of the smoker, where that responsibility should lie. Therefore the Progressive Socialist Party is proposing this bill. |
Proposals
Article 1
Proposal[?] to change Government policy towards smoking.
Old value:: Smoking is legal everywhere, at the discretion of the property owner. However, service/employer property owners that allow smoking must provide a separate non-smoking section.
Current: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in places of employment, with the exception of places that primarily serve liquor.
Proposed: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in places of employment, with the exception of places that primarily serve liquor.

Message | Mr Speaker, Banning use of tabacco in "public area" may seem benificial for health. However, if a non-smoking section is in place in bars(or smoking section for that matter) you give people a choice. If you don't want to breathe in smoke, you dont have to. Also, banning smoking in bars for example, might lead to a significant drop of revenue for respecting bars. We will not sit by and let our nightlife, which has been taken care of and is prosperous, be destroyed. We would rather see that people are promoted to quit smoking, via advertising or setting up a free helpcentre. Sincerely, Hugo Yung, Head of Health and Social Services, LLP Kaisja Ollongron, Head of Internal Affairs, LLP |

Message | Mr. Speaker, We concur with the latest sentiments given by the MP for LNC. We do not however, condone this use of legislative powers to annoy civilians and employers. They first had to build designated non-smoking rooms and now all the money put into those rooms is wasted. We do therefore not support this bill in its current form. Message | This is not what happened, as our honourable colleagues well know. In our current law system, employers set up small 'non-smoking' rooms while people are allowed to smoke wherever they want. The cost of this was also very low. Just let people smoke outside, we live in the temperate zone, it is almost always warm enough anyways. Luuk Voncken PSP Party Leader |

Message | Mr. Speaker, Question for the LP: what is most important? Physical health or invested money? The money lost by building non-smoking rooms could be reimbursed by the government when this law gets adopted. If that happens, the Ecosocialist Party will vote in favour of the bill. Don't you let your lungs become a highway. Donald Watts Spokesperson Health and Social Services, Ecosocialist Party |

Message | Mr. Speaker, The question the spokesperson for the Ecosocialist Party asks is moot. It is not currently the case that people who don't smoke have experience any negative effects from the people who do, as they are in different rooms. Therefore the question of whether physical health or invested money is the more important is not relevant for this debate. Mark Turre, Spokesperson Trade and Economy, Liberal Progressives |

Message | Mr. Speaker, We will vote against this proposal. We believe whether a place of employment allows smoking or not should be up to the property owner, not the government. Under current law, those that do allow it must have a section for non-smokers specifically so smokers don't annoy non-smokers or harm their health. This "burden" of having to go to a non-smoking area to avoid smoking doesn't seem to be as much an issue as it's being conflated to be here and even if so, that should be an issue risen to the property owner, not the government. Message | Mr. Speaker, Would an exception for places that primarily serve liquor possibly convince some members of the presidium to still vote in favour of this bill? Luuk Voncken PSP Leader |

Message | Mr. Speaker, Such a change would not convince us as we believe no changes are necessary. The reasoning I offered previously still stands. Leslie Karns, NGPoL MP |
