Knowing the crippling cost of traffic congestion to an economy, we propose to allow local authorities to fund public transport according to their specific needs. This way, regions can help manage traffic volumes and where appropriate make public transport a viable alternative to car use. |

Message | neither option is workable, if the decision is left to local government then the buses are gonna stop at the end of the local government precents, however having entire user pays service is unfair to the tax payers who already pay enough for the transport system. Some common ground needs to be found. |
