Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

Following the results of May's election, I have spoken with a number of parties with regards to the formation of a majority government. During that process it has become increasingly clear that the most stable outcome is a coalition of the centre to centre-left. The VRU has stated their intention to support such a government via a confidence and supply arrangement, outside of cabinet. I hope that all parties involved will support this proposal.

As President, I heeded the advice given to me by my discussions with various political parties. As these are private, I will not disclose them. However, it became clear, very quickly, that an administration consisting of National Renewal would not command the confidence of the Bundestag. As such, I have asked the above parties to form a government; if this proposal fails, I shall reconvene negotiations between parties to see if an alternative can be formed.

It seems you misunderstand the way our government and legislative elections operate. Our coalition would command a majority of seats in the Bundestag, and hence would constitutionally have a mandate. The largest party doesn't necessarily have a mandate to lead, especially when they would have a minority of the seats.
