| Message | Sante Vespa-Baldassare, ULD I want you to understand; we are in the midst of an international crisis, we need a stable government that will not clash with the president or majority of the legislature and if you are to propose a cabinet, it would go to war with not our external, but your internal enemy. Other than that, such cabinets wouldn't be stable; they could be overrun all the time and cause internal conflicts and struggles in the republic. If anything, we should move in the direction of a presidential system, which would be led by the person with the most authority, given the fact that they were directly elected by the majority of the nation. |

| Message | Amina Bengazi, Whip of AR: "Mr Speaker, to me and my colleagues of AR seem that PNI is proposing even a change of constitution because they risk to be not involved into a Government. To us this seems hunger of power. The reality is that no political Government currently could be formed, but only grand coalitions. And not only to the President seems that a Nationalistic+progressive or a nationalistic+center-hosianism are not possible stable coalitions. We all here well know the problems that the PRI always had to work with nationalist parties, and nationalism and progressivism are often considered as opposite ideologies. Why consider such coalitions more stable than a centerist+center left coalition? Our government system, furthermore, has been established to fight first of all the fragility of any parliamentary government, to graant to the nation a strong and stable figure, elected directly by the people, to balance the fragility of the parliamentary executives and to assure continuity and coherence to the Government action. The Government must work with the President, so the President should have the right to find the solution which graants the best cooperation with the Head of the State. It's his right to appoint the Head of Government with who work to the best. This is the political system that the country has and in which numberous parties accepted to fairly compete during more than 200 years, the longest lasting government system of the fourth Republic. Which can graant the adeguate flexibility, stability and balancement of forces which our Republic needs. And it is incorrect to say that the President today detains too large powers while the Parliament's power are restricted, in fact, the President must submit his decision to the Parliament and any Presidential and Government bills must be accepted by the Parliament. This authomatically moderate the privilige recognized to the President. For all these reasons we vote against this reform. Thank you" |

| Message | Antonio Rosso, PNI Leader, I am an old, conservative man. My great grandfather protected such laws, which made the Istalian political scene as prosperous as it is now, with his heart and soul. Consequently, we vote against the proposal. I have personally seen to many situation where the presidents power to determine coalitions has been more than necessary for the survival of this democracy. Of course we want power, but not at all costs. Moreover, even with the proposal, the PND would not have a stable majority. Thank you. |
