Mr Speaker, We ask the new Prefect and indeed all Grand Council Members to share thoughts on the worsening situation in Jelbania: http://forum.particracy.net/viewtopic.php?f=17&t=2490&p=134401&hilit=Katonid#p134401 A series of fragmented and vying states now exist within our neighbours including two khaganates and a republic. While the free republic has much international recognition it is militarily weak and now faces the Katonid Khaganate in the south which is supported by the Thaller regime of Deltaria. I believe our own interest may lie with the Northern Khaganate where indepedence has been virtually declared through the election of Manil II as Khagan. It would certainly be preferable to back these, our close and neighbouring kin, against an expanding southern territory under Deltarian control. And it may be preferable over a small instable republic, which could implode at any time and is ripe for exploitation itself. Message | Mr. Speaker, Right before my predecessor started his term as Prefect the previous GNP Prefect, Adlé Akedkáhe, analyzed the situation in the North and contemplated deploying troops in Northern Jelbania to stabilize the situation. It has come to light that a next step of that would be to support a monarchist state in the North. Prefect Duke Zhtál acted upon these outlined plans as well and his cabinet spoke with Khagan Manil II. Therefore it is only logical that we support him with all means necessary. Message | Mr Speaker, We thank the Prefect for his analysis and based on that and my own thoughts, I will put forward the following proposal and ask the Grand Council to vote on it it: "Recognising the need for stability in the neighbouring state of Jelbania and given the inability by successive governments within that nation to provide stability independently; Furthermore, recognising the threat posed by the rise of the Deltarian-backed Katonid Khanate in southern Jelbania, we propose the following acton: Article 1: The Kingdom of Vanuku officially recognises the Northern Khaganate as the legitimate successor state of the nation of Jelbania affording it all the usual diplomatic ties and protocols; Article 2: The Vanukean Government, through the Foreign Office, will re-establish close ties with Khagan Manil II and help him improve his legitimate diplomatic standing around Terra; Article 3 - The Vanukean Ministry of Defence will work with the Khagan to train and supply troops and lend auxiliary military support where necessary to protect his interests in the north, strengthen his position in regards to other factions in Jelbania and to ultimately stabilise the border with Vanuku; Article 4 - Other support, when and where necessary, will be provided to the Khagan."
