Members of the Gathering,

As we're nearing the end of the term and the final days of the current Administration, the Minister of Foreign Affairs (Mr. Turner of Saisyut) has brought this final proposal regarding foreign policy two the Gathering. This World Congress Resolution was drafted, negotiated, and proposed at the World Congress by The Free Kingdom's Ambassador there, Ms. Ayana mSayty of Benna. The Resolution would urge the World Congress Security Council to create a World Congress Budget Office with authority to collect and allocate World Congress funds. Under the terms of the Resolution, the funds would be raised by levying an obligation against all Member Nations totaling 1% of each Member Nation's Ministry of Foreign Affairs budget. Under The Free Kingdom's current Foreign Affairs Ministry expenditure, the beloved land's potential required contribution would be $230 million Ikdradonian Drahmes.

The Chair wishes to advise Members of the Gathering that this Resolution would have no actual force of law. Under World Congress policies, the General Assembly Resolutions are merely suggestions, and do not establish enforceable policy for the World Congress nor the international community. All General Assembly Resolutions require the passage of an enabling Resolution by the Security Council before having any official policy status. If passed, this Resolution #1 would therefore only have the power of moral suasion that inevitably accompanies initiatives supported by a large number of sovereign governments.

The Resolution's voting period lasts for approximately 15 years (OOC: 1 real-time month) from the date the Resolution was released to Member Nations for consideration (OOC: from the date the game moderators put it on game system's list of laws that parties can propose) equaling 4419 or thereabouts. A majority of voting Nations is sufficient to pass the Resolution, meaning that Member Nations which choose to Abstain from voting on the Resolution will not count against the final vote tally.

Mr. President,

I wish to simply place on the record that Members on the Federationist side fully support this effort by Minister Turner and Ambassador mSayty. We believe this Resolution, if it is successful, will not only give the World Congress much needed capacity to engage in international incidents on behalf of The Free Kingdom and other Member Nation governments, but it will also give to each Member Nation the power of the purse which can be used to exercise critical influence over World Congress initiatives and policy.

Mr. President I'd also like to take a moment to congratulate Minister Turner for what I believe has been a successful tenure leading our beloved country's international relations. There were many calls over the years for more overt and showy statements and symbolism in the Minister's style. However, I believe the great skill the Minister has shown in maintaining The Free Kingdom's international reputation and authority, and indeed returning Hawu foreign policy to its historical norm of strong and resolute enforcement of Hawu and Esinsundu interests and peace and stability throughout the international community, especially after the noted introspection and insularity of Former President Sasmew's policies -- that great skill of the Minister has demonstrated true mastery of his craft and unwavering commitment to the country, to Hawu men and women, and to the Hawu Miracle. I am proud and awe-inspired to say: he kept the candle burning and he kept the star shining. And he did it with the mastery and wisdom of the ancestors and of the Gods. From our side we wish to give our heartfelt thanks and congratulations as Minister Turner takes a well-earned rest from his long and storied career.

Mr President,

It is no secret that those of my party, myself included are staunch proponents of our nationalist beliefs. It is our sacred duty to promote and defend the interests of our Nation, of our citizens. While this bill is clearly a product of internationalism, we Nationalist are also realist, and as realist we understand that the Free Kingdom must play a role in the affairs of the world. If we are to play a role, let it be as equal partners with the worthy partner nations of Terra, and the role of a leader.

We of the Nationalist party believe that ultimately this bill will serve to promote Hawu interest and as such we offer our support. Long Live Mumenhes!, Long Live their Imperial Majesties! The gods forever bless Hawu Mumemhes!
