Bill: Pharmaceutical Industry Improvement Act. -2198-

Details

Submitted by[?]: Liberal-Progressive Union

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: November 2198

Description[?]:

Eliminates government subsidies for drug companies and government regulation of drug prices.
The government currently provides discounted or free pharmaceuticals for most of our citizens, there is no need for
more government regulation of the prices that drug companies can charge.
This bill also ends corporate welfare by ending the governments subsidies to drug companies,
leaving the research and development of drugs to the companies themselves using their profits from
drug sales, university grants, etc..

MessageHow? The prices will not go higher, in fact they will decrease because first of all they won't charge prices that will ruin them. Second by eliminating the subsidies which forced companies to limit the overall production of drugs in case the allowance from the government wasn't enough to match the set profits they recieved. But now they now have a wider budget to use from the increase in profits from the unregulated prices, so now they use the bigger budget on producing the drugs which will become cheaper for the consumers.

Message"The prices will not go higher, in fact they will decrease because first of all they won't charge prices that will ruin them." - The pricing will go higher. The cost of producing and researching new drugs is extremely high and any returns in investment must be met by the consumer. Producing cheap drugs does not guarantee a high return on investment and so limits the availability of said drugs. Moreover the government subsidises the cost of pharmaceutical drugs for those on limited budgets, so the cost to the government would increase as they are now forced to pay for the increased pricing required by the drugs companies in order to match a return in their investment increasing the costs to the tax payer.

"Second by eliminating the subsidies which forced companies to limit the overall production of drugs in case the allowance from the government wasn't enough to match the set profits they recieved." - Limit the overall production of drugs? I feel you misunderstand the use of subsidies. Subsidies are used to *increase* the amount of money available for research and development as the companies involved are no longer dependent on using the income gained from the consumer to gain the capital required for further development. What they are able to do is use the income gained from the sale of aforementioned drugs as well as the subsidies received from government so are able to increase research and development into new drugs.

"But now they now have a wider budget to use from the increase in profits from the unregulated prices, so now they use the bigger budget on producing the drugs which will become cheaper for the consumers." - This makes no sense. At no point do you explain where this increase in budget comes from, unless you accept that the drugs sold will be at a higher price and so guarantee a higher profit yield, in which case the cost to the consumer increases through either direct expenditure or increased taxation in order to guarantee pharmeceutical supplies for prescriptions.

Random fact: "OOC", "IC" and "IG" are commonly-used acronyms in Particracy. "OOC" refers to comments, discussions and actions which are out-of-character, meaning they are done player-to-player rather than party-to-party. "IC" refers to in-character interactions (ie. party-to-party). Similarly, "IG" means in-game, although this term may also simply refer to what happens in the actual game interface, as opposed to on the forum or elsewhere. "RP" just means "role-play".

Random quote: "Capitalism and communism stand at opposite poles. Their essential difference is this: the communist, seeing the rich man and his fine home, says: 'No man should have so much.' The capitalist, seeing the same thing, says: 'All men should have as much.'" - Phelps Adams
