| Health Insurance Act, 4407 AN ACT to privatise medical insurance and make provision for the operation of healthcare. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Otto IV, Kaiser of Hulstria, etc. etc., and His Imperial and Heavenly Majesty, Yoshinaga, Mikado of Gao-Soto, etc. etc., with the advice and consent of the Imperial Diet and with the advice of the Council of the Lands, assembled at Kien in the Year 4407, and by the authority of the same, as follows: ERLASSEN vom Seiner Kaiserliche und Durchleuchte Luthoranische Majestät, Otto IV, Kaiser von Hulsterreich, etc. etc., und Seine Kaiserliche und Himmlische Majestät, Yoshinaga, Mikado von Gao-Soto, etc. etc., durch und mit Rat und Zustimming des Reichstages, mit Rat des Länderrates, zu Kien versammelt im Jahren 4407, und mit desgleichen Gewalt, wie folgt: ERURASSENU bom Saina Kaisaritchu undo Dursyulusyute Luthoranissyu Mayusteto, Otto IV, Kaiza bon Harusutoraik, und Saina Kaisaritchu undo Himmulisyu Mayusteto, Yoshinaga, Mikuni no Mikado, mitto Ratto undo Susutimmungu, desu Raikusutagusu, mitto Ratto deso Renduratesu, su Kien basammatu imu Jaren 4407, undo mitto desuglaichu Gewato, wi foguto: 1) Autonomisation of Healthcare (1) All hospitals and clinics in the possession of the state shall be incorporated as non-profit foundations, responsible for their own conduct; (2) No hospital or clinic shall be run for profit; (3) No hospital or clinic shall refuse treatment to a patient in case of an emergency for any reason whatsoever; (4) Hospitals shall be subject to the oversight of the Ministry of Health and Social Services; (5) The Minister of Health may make further regulations regarding the basic level of services to be provided by any licensed hospital or clinic; 2) Basic Medical Insurance (1) Medical Insurance shall be compulsory; it shall be provided on a private basis to each citizen; (2) The Minister of Health shall each year set the maximum premium and minimum contents of a basic package of medical insurance to be offered by all insurers in the United Imperial Crownlands; he may also provide for a compulsory level of deductibles in order to check healthcare costs; (3) Medical insurers shall make payment to providers of medical services for the healthcare provided to their clients; they shall be free to contract with as many as they like; (4) No insurer shall deny anyone insurance based on a pre-existing condition; (5) The government shall subsidise the costs of healthcare for all citizens. |
