Bill: RP: Nuclear Power Limitation Referendum

Details

Submitted by[?]: Fronte Democratico - P.L.

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: November 4409

Description[?]:

Mattia Renzo, FD President:
We want propose a referendum to the Istalian people so that they can express themselves on the limitation of nuclear energy in Istalia.
We want to do it after the terrible nuclear accident in Sarregna.

Our proposal if accepted by citizens will change the law with these articles:
1) In each region, only one nuclear plant will be allowed to remain active
2) Every 6 months the remaining plants will have to pass the inspection of technicians from the Ministry of the Environment
3) Closed facilities will have to dispose of waste in a transparent manner and according to modern techniques of disposal of nuclear
waste, even closed plants will be subject to inspections every year for 10 years.
4) Every deposit of nuclear material must be in a isolated place and will be subject to the same inspections of open nuclear power plants.

The text of the referendum will be as follows:
"Do you want to accept as a national law the P.d.l. 01/4407 on nuclear power limitation?"

If the proposal of the referendum will be accepted by the Parliament the referendum will be held concurrently with the upcoming elections.

MessageMr. Speaker,

We have already an oversight agency that does routine inspections. This bill is just pure oportunism from anti-nuclear lobyists. We ask first to invest in the alternatives before we close down any reactors and put Istalia in the dark.

Yes, nuclear energy should be reduced, but side by side with new investments in alternatuve energy.

This is an outrageous attack on nuclear power, which is a strong and steady ally of Istalia. As this bill stands right now, we have zero intention of even allowing such a referendum.

In terms of inspectionss, we agree wholeheartedly though, we would even propose to make them unannounced in order to catch faulty subcontractors off guard. However the Limit on powerstations is unacceptable. We have strict emission targets, and nuclear plants are key.

Is oblivious that renewable energy supply will increase. Nuclear power is the past, the future is a country that has almost 60% energy supply from renewable sources.

We agree, and we are drafting a plan that will result in us shifting to renewable energy, and making it the main source of our energy (80%) until 4450. From that point on, we will work towards making it our only source of energy in the following 20 years; however, that is a long-term plan, and such drastic steps will do nothing but result in big costs.

Renewable energy is the biggest source of our energy, however it is still barely above 50%. We too seek to double that number in the upcoming century.

This is blatant speculation at the expense of the tax payer! Yes lets cover viable farm land with wind and solar farms. Lets damage the Environment through extensive raw mineral mining. The left is as ignorant as ever.

Actually we want to are campaigning against mineral mining and our program will work through subsidies to private companies that will set up renewable energy plants by also cutting all the funds that the state is paying for non-renewable energy, which will result in big savings, and us gaining money on the program.

MessageMattia Renzo, FD President:

Mr.Vespa-Baldassare, you say that renewable energies are a danger to the environment, not nuclear energy that currently renders a good part of the land in Sarregna unusable? Sarregnan farmers have to wait years before they can go back to work on their land and are your problem wind or solar plants that will cover a small part of those fertile soils?
Regardless of how one thinks it, I think that the whole parliament should vote yes to allow citizens in Democratic way to choose whether to maintain the current law or reduce nuclear energy and allow the increase of renewable energy to reach the goal that has explained the colleague Rashid Arian.

OOC: If the referendum will be accepted every party must communicate the voting intentions. Example: YES:50% NO 50%

MessageAmina Bengazi, Whip of AR:

"Mr Speaker,
my party is really divided on the matter. We are a party committed in respecting and defend the environment, but it is also true that we always supported the nuclear energy as a way to limit emissions into the atmosphere and into the waters.

Istalia already banned the use of oil and coal for its power plants favorizing the use of natural gas: http://classic.particracy.net/viewbill.php?billid=521014 which provvided also the progressive dismisal of our nuclear power plants. This last points, however, due to the needs of energy was changed in the following decades, however the coal and the oil ban always remained.

Said that, AR will support the referendum but we will not give indications to our voters leaving to them, as well as to our MPs, total liberty on this matter.

Thank you"

MessageLuciano Vespa-Baldassare, PND Leader,

Yes, Mr Renzo, the fault is not with the power, it lies fully with the corporations and engineers and politicians who signed off on insecure Stations due to their ignorance. As a party aiming to lift the oil and coal bans, we will never be in favor of banning nuclear, hence we will vote against this proposal of a referendum, as the voters entrusted us to protect their energy. Obviously should a referendum occur, we will accept its results but do not expect us to not do everything that we can to protect the freedom of choice of energy source.

This is the kind of jingoistic ideology Zardugal would bring to the Security Council. They will throw countless lives away in pursuit of former glory." - Prince Akhaias, former Coburan royal
