Description[?]:

Article 1) Recreational cannabis shall become legal 1 year following the passage of this bill. This grace period is necessary to ensure that police officers are properly trained to deal with impaired drivers, etc., to ensure that companies are properly vetted before they are allowed to produce and sell cannabis, and to allow provinces enough time to set their own regulations.

Article 2) Provincial governments have the right to set up crown corporations to sell cannabis, but must allow for private sector involvement in the market. No person with a history of drug related or violent crimes may be employed in a business which sells cannabis.

Article 3) The minimum age for purchasing, possessing, or consuming recreational cannabis shall be 18. Provinces may set their legal age higher if they wish to do so.

Article 4) Penalties:
4.1) A driver found to be under the influence of cannabis while driving will have their license suspended for 1 year and a fine of 1000 HLR if it is a first time offense. A second offense will result in a 5 year license suspension, a fine of 2000 HLR. A third offense will result in a permanent license suspension, a fine of 5000 HLR and a possible jail sentence at the judge's discretion.
4.2) A person under the age of 18, but at least 16 years of age, who is caught in possession of cannabis shall receive a fine of 300 HLR. A person under the age of 16 who is caught in possession of cannabis will have their parents given a fine of 500 HLR.
4.3) A person caught illegally distributing cannabis will receive a 10,000 HLR fine and no less that 1 year in prison. Repeat offenders may receive larger fines and longer sentences at the judge's discretion.
4.4) Provinces must uphold these federal minimum penalties, but may enforce stricter penalties if they so choose.

We believe that this bill is in the best interests of all Hutorians. This bill will finally legalize the recreational use of cannabis, which is something Hutorians have been asking for for decades. Unlike the Ultrackian Reform Bill 4, this bill outlines cannabis regulations, which provincial governments are free to add on to if they so choose. We believe these regulations will help keep cannabis out of the hands of our children and will create a safe, and competitive market for recreational cannabis. We will wait 6 months before moving to close debate and put this bill up for a vote so that all parties have a chance to be heard. If there are any suggestions for further regulations to be added to this bill, we would be glad to add them.
