Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

| Simone Calenda, President of the Republic: "Mr Speaker and MPs, during these months of consultation, I gave an explorative mandate both to the ULD, as largest party into the Parliament, and also to the PLI, due to the fact that as President elected by a large leftist coalition, it was my first choice to try to gather together a government to persue some objective which many parties of the center-left and left care. In cooperation with Davino Bertone, leader of PLI, we established an agreement on some points with the parties of the left, with L'A and PNI, and this Government has already the green light from the PdA which will assure its external support. It is a very large and eterogeneus Government, I'm aware of this, but I hope all these parties will be able to work together to persue the objectives established, first of all the budgetary reform, an expansionistic budgetary reform which will allocate most part of the current budgetary surplus, without asking nothing to our citizens. The surplus will be used on key sector of the budget, first of all Infrastructure, Health & Social, Trade and also some for Agriculture. I hope that this measure, which I personally strongly support, increasing the expenses without increase taxes, will grant a growth of our GDP (thanks to the effect of the fiscal multiplier). Than, there are other some reform which will reverse some of the most liberal-rightist reforms of the recent years on which the parties involved agreed due to their political preference for a most active role of the state. We hope this government will be able to conclude the term in harmony and which will be able to achieve its objectives. Thank you. ******** The Presidents of Chamber and Senate will belong to the largest party into the coalition, so to the PLI to which I ask to specify the name during the debate about this Government proposal. About the deputy prime minister, I invite PLI and its leader and HoG candidate Davino Bertone to deal with the other parties member of this Government to find the best solution (although, as per tradition, the second largest party into the Government should be entitled of this position).
