| The Following is classified Top Secret: This bill proposes to create the township of Minerva in the forests of central Sutton. This proposal also creates the research organization Terran Dynamics which will operate solely in the township of Minerva. Both the township of Minerva and Terran Dynamics will report to the Federal Government of Hutori. Budget: The operating budget for both Terran Dynamics and Minerva will be drawn from a black budget set aside from the Ministry of Defense, the Ministry of Science and the Ministry of Infrastructure. This budget will be 15 billion HLR which will be subject to review by the various contributing ministries. Security: Security will be provided by a specialized security force employed by the township of Minerva. This security force shall be drawn from select members of the Hutorian Military, the HFPS, and the HSIA. Should a situation overwhelm the Minerva Police Department, Arctic Army Command will act as a reserve force. A no fly zone shall be implemented over the township as well as a satellite black zone enforced by an electromagnetic barrier. Terran Dynamics: Shall be lead by an Executive Director. The Director will be appointed to that position by the Chancellor until retirement, resignation or termination by the Technology Procurement Committee. Terran Dynamics shall undertake three research projects to begin with, the number of which may be expanded upon further review by the Technology Procurement Committee. Each research project is to be led by a Lead Researcher that is appointed by the Executive Director and reports directly to the director. |
