Yukimuran Agrarian Law Senators, One of the core Republican principles is that no man should be rich enough that he can buy another, and no man should be poor enough that he should be compelled to sell himself to another. The best way to achieve this is through widespread property ownership, especially land ownership. The Republican Party does not romanticize Agrarian Republics, but ownership of land is one of the core features of propertied Republicanism. For this reason we propose an Agrarian Law to redistribute land ownership and reduce farm size by forcing landowners to sell the land to their tenants. Landowners will be obliged to sell their land at a price equal to 2.5 times the price of the average crop, and the tenants will pay for the land over a period of 10 years, while the remainder of the cost shall be carried by the government. Government payment to landowners must be done in the form of negotiable industrial bonds, which the landowners may invest in any light industry they choose. This policy will ultimately result in farmers having more disposable income, and responding to this increased demand will require an expansion of industry if we are not to be dependent on imports. Since most payment will be in the form of bonds, former landowners will have to "invest or die", which will lead to further development of native industries. With this policy, farmers will enjoy the full benefit of their labor and will be more willing to invest in their land, give more labor, diversify their production, and invest in more labor intensive but more profitable crops, which will result in a net increase in agricultural output. At the same time landowners will be turned into entrepreneurs, providing both goods to buy and purchasers to buy them. Through this proposal we aim to create many more capitalists, support our industry, and empower our farmers.
