While most of the time devolution and more power to local authorities can be beneficial, having a coordinated, regulated, uniform, and unified system of emergency shelters all administrated by a central authority is very important. Having local governments manage their own shelters could lead to disorganization and confusion in the case of an emergency, attack, or disaster. |
