Yukimuran Law on Monopolies Senators, Our current anti-trust legislation prohibits the emergence of monopolies and actively breaks up companies that have a disproportionate share of the market, and for good reason. Monopolies are harmful to consumers as they can arbitrarily dominate individuals, increase costs, and are not subject to the pressures of competition. However in certain cases monopolies are in fact required. In cases of natural monopolies, such as public utilities, large-scale infrastructure makes the provision of services more efficient and able to take advantage of economies of scale, eliminating duplicative overhead, and providing a greater volume of specialized services, proving beneficial to consumers and leading to price reductions. For this reason we propose to legalize monopolies in certain key industries, under government oversight, in order to avoid duplication, assure low prices, efficiency, and access to services, and to allow public oversight over important industries. With the passing of this bill, monopolies shall be enforced in the following areas: I. Defense industries, which shall continue to be under government monopoly. II. Health insurance; all existing health insurance cooperatives will be required to merge in order to provide a single independent national insurance cooperative. III. Public utilities, including the electric grid, water supply, the post office, and railways, which shall each be operated by a single independent private cooperative. IV. Hospitals in rural areas; each village shall be serviced by a single cooperative hospital, owned by the local community. In all other industries monopolies shall remain strictly prohibited and actively broken up. Cooperative federations, also known as secondary cooperatives, that is local, national, regional, and international coordinating structures between individual cooperatives, shall not be considered monopolies for the purposes of this law and shall remain legal.
