MessageMr Speaker,

Following my visit to Kalistan I present the following treaty for ratification. Not only does it create greater economic, cultural and diplomatic co-operation between the signatory nations but provides our Fourth Fleet with a naval base in Ananto when it is away from Vanuku.

This opportunity to enhance our naval projection cannot be underestimated and will also prove reftting, refuelling and repair facilities in a convenient location many miles from the fleet's home base.
