Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Liberty believe that our Congress has become nothing more than a law-flipping chamber which doesn't allow for any kind of national continuity. For example one minute we have all privatised health the next it is entirely government owned. The people of Beluzia don't know which system is in place from month to month.

(OOC: I believe this is unrealistic but i understand the limitations of the game mechanic. Perhaps this can provide somewhat of a solution. I'd like to get people's views on this before i push it to a vote).

In order to slow this process down Liberty propose a reduction in the amount of laws which can be proposed per year and also the amount of laws that can be accumulated.

OOC: this would make sense gamewise, since in real life it is only after a revolution or a war that laws are flipped like this, not every election, but at the same time it would not, since this would mean that even if a party gets to power, it will not be able to do much even with congressional majority, it would also ruin roleplay bills and bills of small things. It would also make it difficult for new parties to get political positions.

To your second point it is unusual to get an outright majority. A decent field of parties usually assures that.. Coalitions would probably find it easier to pool their allocations for best reward under this system but this effects opposing parties too. Newer parties would also piggy back in this way while bringing limited legislation forward of their own. (Also I think we've seen new parties sometimes go from 0 to plenty very quickly in this -interesting- electoral system so they aren't completely stuck anyway but i take on board what you are saying.

How do you see it affecting roleplay bills? Overall though are you a yea or nay, BDP?

Anyone else have thoughts on this?
