In September 4414 the Minister of Defence put forward the following as part of a review of the capabilities of the Telamese Armed Forces. The original can be found here - http://classic.particracy.net/viewbill.php?billid=573857

The Telamese government should aim to do something along this lines once every fifteen years.

=Overview=

Telamon is a minor state on the continent of Macon in northern Terra. Although it has a relatively large opulation (over 99 Million) it is a relatively poor and backward nation with an economy largely focused (see Background Resources) around a large fishing industry, coupled with medium sized civilian ship building industries and expansive timber harvesting. Agriculture, energy and mining are other important sectors.

As a relatively poor and small nation Telamon will have a weak armed forces. Not necessarily in terms of numbers, but it will likely have outdated equipment. It is clear that the focus of the Telamese Armed Forces should be on home defence and more specifically securing our territorial waters. The wiki page on the Armed Forces specifically mentions that the Navy is the largest branch of the Armed Forces (possibly through the inclusion of the Amphibious/Marine Corps). This is unlikely as numerically the Army will probably be the largest, given that a greater proportion of Naval resources would be spent on equipment, however the Navy probably receives the greater share of funding.

Telamon should aim to focus its efforts on updating its current equipment and on closely cooperating with the Northern Council Treaty. That should be at the cornerstone of our defence.

=Doctrine=

The wiki article for the Telamese Armed Forces details that historically our doctrine is largely based on the doctrine of the Dorvik Armed Forces. However, given our membership of the Northern Council since 4383 and the personal union with Kazulia between 4393 and 4406 it is likely other nations, especially Kazulia, have influenced Telamese doctrine.

=Tælmörk Sjóger – Telamon Navy=

Although the Navy has a distinguished history and is cherished as an important national institution, the Navy has limited capabilities. It claims to be a Green-water Navy as although its primary areas of operations is within the littoral of Telamon, it has the ability to operate in the oceans bordering Telamon with the support of Northern Council Treaty allies. The Navy has a strength of around 30,000 personnel and operates the following vessels: 6 submarines, 4 Destroyers, 12 Frigates, 6 Patrol Vessels, 8 Mine Countermeasure Ships and a number of smaller fast patrol boats. Although this might seem like a strong force, many of the vessels are dated. The Navy also has an air capability, primarily helicopters operating from ships and to support the Marines.

The Navy cooperates closely with the Northern Council Treaty and is responsible for security of the Council with waters close to Telamon. However the primary role of the Navy is to protect Telamon fishing and whaling fleets, given the significant role fishing and whaling in the Telamese economy.

==Tælmörk Amfibíu Corps – Telamon Ampibious Corps (Propose Amending to Tælmörk Marines)==

The Telamon Marines form a detached part of the Navy. They are a light infantry formation, with support elements provided by the Army. As of 4412, money is being invested to make them highly trained and rapidly deployable as part of Telamon’s commitment to the Northern Council Treaty and it is intended that the Marines will form the spearhead of any expeditionary capability. The total strength of the Marines is 5,000, with the tactical element provided by 3 Battlegroups consisting of roughly 1,000 personnel each. As mentioned the Marines are light infantry and are armed and equipped as such. Light Artillery support is provided by the Army.

=Tælmörk Herinn – Telamon Army=

The Army is the largest of the services with a total strength of ~75,000 personnel. Primary focus is on defence of the homeland although the current government wishes to develop an expeditionary capability and training has started. Equipment is often dated and it is yet to be seen where the Army will fit in on the list of priorities as the Navy and Air Force require greater investment than the Army due to the nature of their equipment.

The Army has 4 divisions with a strength of between 8-12,000 personnel each and two independent brigades (Rapid Reaction and Guard). Based on the island of Suðureyja (Migadon) is the V Division, a light division focused purely on defence of the island and split into two brigades. On the Mainland is the I, II and X Divisions, respectively an Armoured and 2 Mechanised Divisons each consisting of three brigades. The Rapid Reaction Brigades consists of Telamons elite Paratroop and Light Infantry units and is being developed to support the Northern Council Treaty. The Guard Brigade consists of several units that as well as providing a military capability also provide a ceremonial support role.

Each Brigade is broken down into a number of battlegroups, either in Armoured, Mechanised or Light roles, with associated artillery, engineer and other support service support. The Army has its own Air Wing, with Attack Helicopters and tactical transport helicopters in a small number of Squadrons.

=Tælmörk Flugherinn – Telamon Air Force=

The smallest of the three services, the Air Force is about 28,000 personnel strong, which includes an 8,000 personnel Air Defence Force manning Air Defence and Radar systems. The Air Forces has a limited number of Squadrons split into Air Defence (4 Squadrons), Strike (3 Squadrons) and Intelligence, Surveillance and Reconnaissance (5 Squadrons – 1x Command and Control, 1x Signals Intelligence, 1x Unmanned Aerial Vehicles and 2x Maritime Patrol Aircraft (shared with the Navy)). The Air Force also operates transport helicopters and has a 1,000 strong Ground Defence Regiment tasked with protecting major military airfields. None of the aircraft are of the latest capabilities.

The Air Forces has limited Air Mobility and Refuelling capabilities and is largely reliant upon other Northern Council Treaty members for such capabilities.

=Tælmörk Sérsveitin – Special Forces=

The small Telamese Special Forces are about 1,000 strong. Personnel are drawn from all other services and primarily provide a Counter-Terrorist capability within the Telamese mainland. However efforts are underway to ensure that the Telamese Special Forces receive training from other Northern Council Treaty member states so that they’re properly integrated and can support Northern Council operations overseas. The SF have a single Helicopter Squadron providing specialist support.

=Heimavörður – Home Guard=

The Home Guard is a part-time volunteer force consisting of a mix of volunteers and of reservists from the other services. Although approximately 100,000 strong, the Home Guard is primarily armed with light equipment including anti-tank and anti-air weapon systems and would be responsible for the defence of key sites of strategic significance in the event of an invasion of Telamon. In practice, given Telamon’s alliance with its only land neighbour Hutori, the Home Guard focuses on defence of major urban areas and coastal areas that might be subject to a maritime invasion. The Home Guard is also utilised to provide support to the defence of key infrastructural sites such as ports and airports.

For administrative Home Guard is broken down into 5 Divisions organised along regional lines with a rough strength of around 15,000 personnel each. Additionally there are Higher Command, Training and Logistical elements. Each of these Divisions will consist of three Brigades of around 4,500 personnel. Each Brigade contains two tactical Battlegroup formations, which consist of an all arms light infantry, light armour (reconnaissance), light artillery (anti-tank) and light air defence formations. In total 30 of these Battlegroups will be spread out around Telamon

The Home Guard is integrated with the Army, Navy and Air Forces, and would collaborate closely with each service in defence of the homeland. Home Guard personnel are specifically forbidden from serving overseas, unless individuals volunteer.

=Future Development=

As part of the restructuring of the Defence budget as far a possible Telamon is to focus on quality over quantity within the limits of our limited defence spending and economy. As such compared to many of our neighbours and allies, numerically our armed forces are to be quite small. We shall focus on improving the quality of vessels, aircraft and ground equipment, while using the part-time Home Guard to supplement the armed forces in defending the homeland. It is our aim to ensure that although small, Telamon has a number of capable formations that can be provided in support of the Northern Council Treaty and can cooperate closely with our allies.
