MessageI was contacted today by the CEO of the International Terran Bank. Apparently, some Beiteynuese governments opened a national account a very long time ago. At some point, this account was frozen because of civil rights violations committed by that government. Since those violations are no longer happening, we can regain access to the account. We are re-ratifying this treaty in order to unfreeze the 60,747,021.77 Luthorian Pounds that have been sitting in that account for possibly centuries. We will be keeping the account open as a very-secure emergency secondary treasury.

Random fact: When your party holds the foreign affairs department, you can create new treaties. However, before writing anything new, it is a good idea to search for existing treaties which already accomplish what you desire.
