As outlined here http://classic.particracy.net/viewtreaty.php?treatyid=3378 and here http://classic.particracy.net/viewbill.php?billid=573974 Telamon has been a member of the Northern Council Treaty Organisation (NoCTO) since July 4383. The NCT consists of various member states including several regional neighbours of Telamon. Collective Security is an important component of the NoCTO and through it Telamon is a close ally of our only land neighbour, Hutori. This provides security to our northern border and means that Telamon can afford to dispense with the requirement to maintain a large conscript army to maintain border security.

=Training and Doctrine=

The NoCTO includes (according to the military rankings here - http://forum.particracy.net/viewtopic.php?f=5&t=7929) Kazulia and Dorvik who are “Great Powers” and Hutori a “Regional Power”. As far as possible it should be encouraged that representatives from these three nations should be invited to Telamon to engage in providing training support to all services for both Officers and Enlisted men, as well as for specialist training provided(such as Special Forces, Infantry, Logistics etc). In addition to this Officers and Non-Commissioned Officers should be encouraged wherever possible to receive training in Kazulia, Dorvik or Hutori.

Doctrinally historically according to the wiki (http://particracy.wikia.com/wiki/Armed_Forces_of_Telamon) we have been more depenedent upon Dorvik, however given the personal union with Kazulia between 4393 and 4406 it is likely that greater emphasis will have been placed on Kazulian military doctrine, and lessons that Kazulia has identified from its participation in conflictsl, particularly in Bianjie (http://forum.particracy.net/viewtopic.php?f=24&t=7442&start=30#p133803) in the last few decades.

=Exercises=

From now on the Defence Minister commits the Telamese Armed Forces to commit to an Exercise programme with fellow NoCTO member states.

Each service is to commit to at least one minor (battlegroup level) and one major (brigade level) exercise with NoCTO member states.

Due to proximity the Army and Air Force will primarily engage in joint exercises with Hutori. The Navy will exercise primarily with Hutori, Likatonia and Dolgaria. Telamese units committed to the NCT Rapid Reaction commitment will wherever possible exercise with Kazulia, Dorvik and Hutori forces. The Home Guard is to participate in all exercises that occur within Telamese territory. Special Forces are to conduct exercises wherever possible with all NoCTO member states, although again focusing on Kazulia, Dorvik and Hutori.

=Rapid Reaction commitment to Northern Council Treaty Organisation=

As detailed here - http://forum.particracy.net/viewtopic.php?f=17&t=59&start=760#p135794 NoCTO has a Rapid Reaction Force consisting of contribution from Dorvish, Kazulian and Hutorian units.

It is the proposal of the Defence Minister that Telamon formally commits forces to the NoCTO Rapid Reaction Force. The Units shall be detailed as follows;

- Elements of the Navy and Air Force (to be determined, it is likely that at least one major surface vessel should be available for rapid deployment to support NoCTO operations, and Air assets should be available to support NoCTO requirements. However the praimry Naval and Air commitment to NoCTO will be to protect the sea and air lanes through Telamese territory and coastal waters).
- In addition to this one Battlegroup from the Marine Corp should be on standby to support NoCTO (~1,000 personnel).
- The primary commitment will be the Rapid Reaction Brigade. This was identified as a Paratroop/Light Infantry force, to be based in Telamon but to be prepared to deploy in support of NoCTO. The Brigade includes artillery and other support elements. The Rapid Reaction Brigade can deploy for a period of up to 12 months and will then be swapped with other Brigades from the Telamese Army (~4,500 personnel)
- Elements of the Telamese Special Forces (not to exceed 250 personnel, inclusive of SF and SF support elements) are to be made available to support NoCTO operations.

=Finance=

The Defence Ministry shall apply to NoCTO to provide funds to support our commitment to the Rapid Reaction force. In addition to this the Defence Ministe requests that an extra 500 Million Telamese Pounds is put towards supporting training and exercise requirements, as well as any urgent equipment requirements.
