Description[?]:

This bill stipulates that:
1. All prefectures are required to have a legislature whose members are elected by its citizens;
2. Elections for prefecture legislatures must be held every 4 years, starting exactly a year after this bill's approval;
3. All prefecture legislatures must have an odd number of seats;
4. All prefecture legislatures must have one seat per every 100 thousand citizens (if the total number of seats is pair then it's given one more seat to that legislature);
5. Prefecture legislatures seats will be allocated according to the D'Hondt method;
6. In order for a party to get seats in the prefecture legislature it must get at least 2% of the votes;
7. All prefecture legislatures may have control over issues relating to their respective prefecture and delegated by the central government to the local one;
8. All prefecture legislatures have to respect the national law;
9. Local parties have the right to contest elections for the prefecture legislature;
10. National parties have the right to not contest elections for prefecture legislatures and instead support a local party or a coalition of parties;
11. All national parties will contest the elections for prefecture legislatures unless they have stated support for a local party, have a local party affiliated to them or have refused to take part in the election;
12. Final decisions on issues and proposals concerning specific cities, towns and villages must lie on the city council and its mayor, not on the prefecture legislature;
13. To overturn what is proposed in this bill a 2/3 majority is required in the Grand Senate.
