Messageooc: There is a method on an excel spreadsheet to compute a random number. The formula can also be manipulated to create a random number between a range of numbers (ie a random number between 5 and 10).

Theoretically we could simulate random numbers for mayoral elections, based upon the share of the vote that each party took in the previous election. For example in Miðland at the last Allthing election the Republicans took 67.1% of the vote. We could randomly generate election results for each of the cities in Miðland that generates a number between 67.1%+/- 20% to determine the mayoral result.

This works easiest in a 2 party system, but there is no reason why it couldn't be broadened if ever there were more than 2 parties.

Random fact: "Treaty-locking", or ratifiying treaties that completely or nearly completely forbid any proposals to change laws, is not allowed. Amongst other possible sanctions, Moderation reserves the discretion to delete treaties and/or subject parties to a seat reset if this is necessary in order to reverse a treaty-lock situation.
