Mr. President, The Cabinet believes that local governments should play an important role in crafting policy in our country. The cultural values of our citizens vary significantly by region, and local control over certain issues helps ensure that the policies in effect in each region are better able to reflect the values of the people who live there. We believe that gender reassignment surgery is one of these issues that is better left to local government. Therefore, we propose this Local Gender Health Act, which allows but does not compel local governments to prohibit gender reassignment surgery within their jurisdictions.
