With the threat of terrorism mounting, internal and external, we feel that it is imperative to take some action. Currently, the RP is taking actions to bring peace in our land. At the same time as offering conciliation to separatists, it's important to send a clear signal that we intend to 'get tough' about violence. For this reason, we may need to introduce the death penalty in extreme cases--and extreme cases only. We hope that you can support this minimalist, but important, change for the sake of our national defence. |

Old value:: The death penalty is illegal and is never to be applied.
Current: The death penalty is applied for capital crimes.
Proposed: The death penalty is not applied, except for terrorism, treason and crimes against mankind.
