Pescennian Law on Military Service

Senators,

At the heart of Republican views on civic virtue and self-governance lies the concept of the universal civic militia. Ultimate political power lies in the hands of those who control the means of force, which is why arming only a narrow sliver of the population, as practiced under a professional standing army, is antithetical to Republicanism. Our aim is to arm all the citizens of the Republic in a universal militia, which will always act in the name of the common good, and make sure that all citizens bear an equal burden. Under a professional army it is the poorest that join the military and fight and die in the wars of the rich, while under a universal militia all citizens, whether rich or poor, have the duty to kill and die for the Republic, making wars far less likely and ensuring that those that decide to go to war have as much to lose from it as every other citizen. A citizen militia is at the same time an instrument of the Republic, in that the state gathers it, trains it in the use of arms, and mobilizes it, and an arm of the People, being formed of all the citizens and being ultimately synonymous with citizenry. If a part of the population aims to subvert the Republic, the militia, as an instrument of the state, can restrain and defeat rebellion. And if the state itself becomes corrupt, the militia, as an arm of the people, can resist and overthrow tyranny. In that the universal militia disolves the distinction between Republic and People, in that militia members are both rulers and ruled.

In order for our armed forces to properly constitute a universal militia, they require universal gun ownership, without which they are a mere conscript army. For this reason we reintroduce the proposals of the defeated Ghazzan Law on Guns (http://classic.particracy.net/viewbill.php?billid=573161). With the passing of this law all conscripts shall be required to keep their military equipment, including their service weapons, in their private homes. The sole exception to this shall be ammunition, which shall be stored in central arsenals. Specialist troops, such as those guarding airports and other important installations, may store ammunition. In the event of a crisis the Ministry of Defense is authorized to lift the ban on private ownership and storage of ammunition for all citizens. In compliance with the Fabiolan Law on Civilian Service (http://classic.particracy.net/viewbill.php?billid=564094), citizens who have opted to undergo civilian service will continue to be forbidden from possessing weapons for the duration of civilian service and for an additional fifteen years afterwards.

To facilitate the implementation of this bill, the Fabiolan Law on Military Service (http://classic.particracy.net/viewbill.php?billid=565359) shall be amended to require all conscripts to undergo an initial military training for a period of three months, and after the initial training all conscripts shall be required to undergo four weeks of army service per year until they have served a total of 270 days. This will guarantee that all soldiers are well trained in the use of their firearms and are always ready to defend the Republic, while also minimizing the risk of improper gun use and teaching conscripts the virtue of responsible gun ownership.
