OOC: This bill is debated and adopted in the COPACISN: Ministry of Defence: Aware of the needs in this time of the best and most advanced technologies for our armed forces, Istalia's Defence should be improved. We need satellites for recognition and collection of information; We need systems to control and intercept the communications from abroad and of other forces; We need a network of SIGINT stations all around Terra to collect and analyse all of this information and communications that could harm our great country or affect our national security. For this reason, the Ministry of Defence should be authorized to persue a development program to: - Launch two satellites type IMINT (IMagery INTelligence) to collect hyper-high definition image of the Terra surface (https://it.wikipedia.org/wiki/OPTSAT-3000) - A constellation of 4 synthetic-aperture radar satellites and 2 support optic satellites. These satellites will be equiped also with system to conduct MASINT (https://en.wikipedia.org/wiki/Measurement_and_signature_intelligence) operations. - Expand our SIGINT (https://en.wikipedia.org/wiki/Signals_intelligence) network across Terra. We have SIGINT bases already operative in: * Klavia Okeano * Malivia * Baltusia * Istalia (obviously) We needs to establish agreements with close allied nations in order to establish more SIGINT installation (either through bilateral or multilateral agreements) - We need to develop 2 SIGINT Vessels for our Navy (https://en.wikipedia.org/wiki/Italian_ship_Elettra_(A_5340) ) - We need to develop an advanced UAV reconnaissance aircraft (https://en.wikipedia.org/wiki/RQ-4_Global_Hawk) This program, for National Security, should be put under strict national secrecy and considered as highly classified information. The AISIR and the AISER will be designed to protect the classified nature of the program and they will assure that no information will be released or leaked, before, during and even after the completition of the development program (without specific permission of authorized officials to do so). This program will be known with the code name: "Programma Risveglio" (Program Awake)." OOC: Only the members of the "Parliamentary Commission for the Control of Intelligence and National Security" and the highest Government officials of the Istalian Republic should be aware of this program. All the players not involved (not istalian players) should not be aware of this program for the RP purpose and should not act RPing counter-measures or RP in response of this RP bill without the assent and approval of the istalian players." |
