| Madam Speaker, While we in the Hosian Democratic Party recognize the importance of protecting our beautiful landscapes here in Kalistan, we too recognize that our attempts at protecting it must be balanced with our attempt to grow a thriving economy. The scales must be tipped too far one way or the other. We cannot strangle businesses in an attempt to to save every tree and fish and also cannot destroy our precious ecosystems in an attempt to grow business. We must find balance. In an attempt to find that balance we propose the following changes to our laws concerning the environment. |

Old value:: The government enforces highly restrictive industrial pollution standards.
Current: The government enforces highly restrictive industrial pollution standards.
Proposed: The government enforces moderate pollution restrictions.
Article 2
Proposal[?] to change The government's policy concerning private cars.
Old value:: Private cars are allowed, but people are encouraged to travel collective and tax incentives are provided for cars using environmentally friendly fuels.
Current: Only cars using environmentally friendly fuels are allowed.
Proposed: There are no regulations on the ownership of private cars.

Old value:: The government funds recycling facilities and enforces mandatory recycling for residents, commercial enterprise, and industry.
