Madam Speaker,

With the threat of conflict between Vanuku and the Northern Council growing daily, it is of growing importance that we be ready to protect our nation should military conflict occur. Military conflict may come to our shores or near our shores whether we will it or not. Whether we wish to be involved or not.

Much like our friends in the SPoK our position is one of neutrality. Our position is the position of peace. We don't wish for war. We don't like the idea of war. We hope these types of preparations prove to be unnecessary in the course of future events. However, the age old adages are "better safe than sorry." and "an ounce of prevention is worth a pound of cure." The defense minister has already ordered naval maneuvers of our coast.

The Socialist Party supports the First Article without reservation. We also could be persuaded on Article 3, and given the growing threat of the Imperialists, would err on the side of support.

Article 2, which cuts out the role of the Militias is what troubles us. The Militia is an important feature in the defense of Kalistan. I do not have to point out that the majority of the damage delivered by Kalistan during the recent crisis was performed by militia craft, and not the regular navy. Allowing a role for the militia gives Kalistan strategic flexibility to act even when we cannot or should not engaged uniformed Kalistani Soldiers, sailors and marines.

Therefore, we would Vote FOR this bill on the understanding that the Socialist Party will immediately reverse Article 2 to restore the traditional support role for the Parties militias. And we will vote FOR the bill if our comrades in the HDP agree to support the principle of Party militias, which are not strictly governed by the Central Government, but coordinate in strategy and tactics with the Standing Force, as a vital and integral part of Kalistan's defensive force.

We will standby for the Hosians' response before voting one way or another on this bill.

We agree wholeheartedly with out friends in the SPoK. Of course we would never seek to undermine and to cut off at the knees our militia's and parties paramilitary organizations and agree wholeheartedly with the reasons laid out by our friends for the strategic needs for these organizations.

We do not believe that having a full time professional army must mean weakened militia's or party paramilitary organizations and apparatuses. We believe we can, and we should, have both.
