Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 4423

Description[?]:

The Selucian line of succession will stablish the order in which officials of the Selucian government discharge the powers and duties of the office of Consuls of Selucia if the incumbent Consuls become incapacitated or die during their four-year term of office.

¬¬Consul¬¬

If the figure of the Consul is affected, as the Consul is directly elected by Selucians, the Senate will be given the power to elect a suffect Consul, or to call for new elections as soon as all the legislation being voted at the time are either approved or rejected.

¬¬Caesar¬¬

If the figure of the Caesar is affected, the following sucession line will be followed:

*Suffect Caesar (if any)
*Princeps Senatus
*Minister of Foreign Affairs
*Minister of Internal Affairs
*Minister of Defence
*Minister of Justice
*Minister of Finance
*Minister of Education and Culture
*Minister of Science and Technology
*Minister of Trade and Industry
*Minister of Health and Social Services
*Minister of Food and Agriculture
*Minister of Environment and Tourism
*Magni Iudex

If any of both Consuls decide to elect a suffect Consul as Vice-Presidential candidate, it will have to be announced right after them being chosen for their position. If not done at the time, it will be interpreted as no Vice-presidential candidate.

MessageSenators,

Given that, under Selucian constitutional theory, the Caesar and Consul have equal powers and responsibilities and jointly head the executive, our constitutional order may be negatively affected by providing different lines of succession for the two offices. It would be best to restore the ancient tradition of the Suffect Consul. During ancient times it was not at all rare that one of the two Consuls would die in battle, and the Centuriate Assembly would then elect a Suffect Consul to carry out the remainder of the deceased Consul's term. We believe that the same principle should apply today. If either the Caesar or the Consul become incapacitated, the Senate should elect a replacement, in order to serve with the other executive leader for the remainder of their term in office.

Other than that we support the proposed line fo succession.

The Rexist Party agrees with our Republican friends on this issue.

Our proposal relies on the different ways of appointment of both Consuls, as the Consul Populi is directly chosen by the citizens and the Caesar is chosen by the Senate. that is why we think there shall be different methods of succesion.

Therefore, is the Republican Party suggesting that, if the Consul becomes incapacited, the Senate shall have the power to appoint an interim Consul?

That is what we are proposing, yes. Perhaps a more stable solution is to require each Consul to select a Suffect Consul as a vice-presidential candidate, who would then be elected by the People or the Senate together with the Consul themselves.
