We should reserve a right to retaliate when we are victims of use of weapons of massdestruction. No one will be foolish enough to kill us with these inhuman weapons if we have a threat to aggressors. That's why we need to withdraw from this treaty in order to change our current policy to a new one.

Current: The nation shall never use nuclear weapons in warfare unless another nation uses them first

Proposed: The nation reserves the right to nuclear weapons in retaliation to a nuclear, chemical or biological attack
