This gives greater parliamentary representation to the people of Luthori and allows for smaller parties to have their voices heard. After all, we all began as small parties, it's just some of us still are and some of us aren't.

A small party still has representation regardless of how many physical seats they hold within the Diet. Let's not forget that parliamentary representation is proportional in Luthori. Third parties are not disadvantaged here.

If a party represents a small enough number of people that it is unable to win over 1.1% in a region, then it doesn't get any representation currently, a greater number of seats gives greater representation, it really is a simple case
